Kawagoe is an easy, cheap hop — about 30 minutes from Ikebukuro with no transfer. The only wrinkle is that the old town sits between the stations, so it's a 10–15 minute walk (or a short bus) from the main Kawagoe Station to the warehouse street.
If you want to minimise walking to the old town, Seibu's Hon-Kawagoe station is the closest. From the Tobu/JR Kawagoe Station, the retro loop bus drops you right at the warehouse street and is worth the small fare on a hot or rainy day. Tap an IC card for the trains.
Take the Tobu Tojo line from Ikebukuro to Kawagoe (~30 min, ~¥480), or the Seibu line from Shinjuku to Hon-Kawagoe (closest to the old town). The old town is a 15-minute walk or short bus from Kawagoe Station.
Hon-Kawagoe (Seibu line) is closest. From Tobu/JR Kawagoe Station it's a ~15-minute walk or a quick loop bus to the warehouse street.
